Early week: The drouth remains unbroken. Later week: The drouth is becoming more serious every day and a water famine is threatened. In Andes village, since the waste was stopped, there has been sufficient water for domestic use. In many places streams are practically dry, only a few places containing any water. Springs never known to fail are now dry and cattle have difficulty in getting enough to drink. Last week in September: The drouth continues, with not even a shower since September 5. Its equal has not been seen since 1854.
